Djibouti has implemented a sovereign carbon tax requiring commercial vessels to pay $17 per ton of estimated carbon dioxide emitted during their transit. This is an ambitious attempt to capture revenue from international shipping—an industry notoriously difficult to regulate. By internalizing the cost of pollution, the government seeks to create a self-governed fund for local adaptation rather than relying on the unpredictable cycles of foreign aid.

Local Impacts
